Achieving your Upgrade Threshold allows you to become Primordial if your Hive Leaders have bought the Primordial upgrade for your tier
Shrike can instantly evolve into Queen

Shrike's Upgrade Threshold is the equivalent of a Tier 2

There are no Tier 3s that can evolve.
